The P & Z Commission's Plan for Hayden

    The most important part of this article is a list of links to all 25 Planning and Zoning meetings minutes (2019 to 2021) that concern development of Hayden's 2040 Comprehensive Plan.   

    The reason these P & Z minutes are important is because they are the best insight that the public has, as to how the 2040 Comp Plan was developed, and how the changes to the city's zoning code came about.

    The Planning process was guided by just a few city employees, most of whom no longer work for the city.   And of the original seven members of the P & Z Commission who assisted in vetting the Plan, only three remain on the commission (Alan Davis, Shawn Taylor, Benjamin Prickett). 

    The 2040 Comp Plan is enormously complicated and it involved monumental changes to how the city handles multi-family housing.   Yet very few people understand it, or know its history.   

    One of these people is Alan Davis, a candidate for the Mayor of Hayden.  He was on the P & Z Commission during the entire period the plan was being developed, and he attended dozens of P & Z meetings where the details of the new plan were discussed.  And if the 2040 Plan that resulted from these discussions did not have so many serious problems, this experience might have been invaluable for a future Mayor.  

    But unfortunately for the residents of Hayden, the entire P & Z Commission appears to have supported the plan and were complicit in promoting its worst abuses

    According to the minutes of dozens of P & Z meetings, P & Z Commissioners made no effort to push back on increased residential densities or the new, streamlined approval process for multi-family housing, that removed the standing of most residents to object to new development.  Instead, the commissioners unanimously supported all of the city's changes to zoning regulations, even those that were most harmful to the interests of existing residents

    But is this a fair analysis?   It is clear that changes were made to the city's zoning regulations that are unpopular with the majority of Hayden residents.   But were they necessary?   What were the arguments in favor of the 2040 Comp Plan?   How were they resolved?  

    Insight into the 2040 Comp Plan

    To answer these questions and to get an accurate idea of whether such disruptive changes to Hayden's growth plans and zoning regulations were justified, it is helpful to review the minutes of public meetings at which these issues were discussed.  

    The minutes to all of Hayden's planning and zoning meetings from 2018 are available on the City's website.  However, only the dates of the meetings are provided, not the subject matter.  Therefore, Save Hayden has produced a catalog of P & Z meetings that includes links to the minutes, and also summarizes the major agenda items covered at each meeting.  It is hoped that this additional information will make it easier for people to access P & Z minutes on specific topics of interest. 

    There are two versions of this list of P & Z meetings.   The first, Five Years of Planning and Zoning, includes all P &Z meetings from the beginning of 2019 to the present.   A PDF version of the Complete List is Here

    The contents of the second PDF file is listed below.  Only a few the P & Z meetings are Public Hearings.  Most are workshops, where the Planning and Zoning Commisioners discuss proposed revisions to the zoning code with the city's senior planners and attorneys.   

    Note: Minutes for joint workshops that include both the P & Z Commission and the City Council are recorded as CC rather then PZ meetings.
